Helping people in the Philippines | ASB Foreign Aid

In the Philippines, extreme weather events such as floods, droughts and typhoons are increasingly common. This is not a new phenomenon, but the frequency and severity of natural disasters has greatly increased in recent years as a result of climate change and the destruction of ecosystems. The consequences are the loss of lives and livelihoods, increasing migratory pressure and the risk of (further) descent into poverty for vulnerable groups. The ASB has been operating in the Philippines since 2013. The focus of the work is on providing care and protection to populations in the aftermath of disasters and particularly vulnerable people, making them more resilient and resistant to unforeseen events such as natural disasters, economic challenges or social changes.

Strengthening local capacities for universal and climate-sensitive WASH (Water, Sanitary and Hygiene)

The Philippines is the most vulnerable country in the world when it comes to the impact of natural disasters and the ability to respond to them. In some communities, people are exposed to not one, but two risks: natural hazards and an increased risk of displacement and death due to armed conflict and violence. It is crucial to ensure that humanitarian aid is provided in a timely, appropriate, climate-sensitive and inclusive manner.

Assistance after severe typhoon

After the severe Typhoon Rai (local name Odette), the ASB provided particularly badly affected households with food and clean drinking water. Food parcels were distributed and drinking water treatment systems were installed. In addition, the ASB assisted a cooperative led by persons with disabilities to resume their economic activities.

Improving risk management

The ASB is active in a total of 28 municipalities in Bangladesh, Indonesia and the Philippines, which are particularly affected by natural disasters and climate change. With financial support from the Federal Ministry for Economic Cooperation and Development, the ASB helps identify risks and challenges to improve the living conditions of local people while ensuring that their livelihoods are sustainable and no one is excluded.

Adapting in crisis situations

The project will enable people in a total of 21 municipalities in the Philippines and Indonesia to independently identify, adapt and respond to climate risks and extreme weather events. The focus is on particularly vulnerable groups such as people with disabilities.

Improving civil protection

After the super typhoon Haiyan, the ASB wanted to contribute to improving the ability of the population to respond to, overcome and recover from challenges or crises. To this end, the ASB developed the programme “Strengthening the Community’s resilience in the Philippines”. This was a two-phase programme implemented in cooperation with eight local and national partner organisations. The focus was on inclusive disaster risk reduction. This takes into account the needs and capabilities of all members of a community, including those who are normally excluded or disadvantaged. For instance, people with disabilities were taken into account in local planning and decision-making processes and their livelihoods have been sustainably improved.
